Seeking assistance from independent contractor for the AFAN project

In the framework of the project AFAN (Advanced Fire Analysis Network), funded by European Union Civil Protection, the Pau Costa Foundation needs technical assistance to develop a report about the State-of-the-Art of Atlantic and Northern European countries on the fire assessment skills and capacities (Task 2.1 of the project).  

AFAN aims at formalising a European network on fire analysis knowledge (or fire assessment) and create a space for sharing knowledge and experiences, enhancing cooperation and networking. In particular, the task 2.1 focuses on harmonizing the existing fire analysis knowledge across Europe. Thus, the technical assistance will support the development of the outcomes linked to this task by collecting and analysing relevant information about the state-of-the-art of fire management in Atlantic and Northern European countries that could contribute to the production of the task 2.1 outcomes.

 Purpose of the contract 

The purpose of this contract is the development of the following tasks in close collaboration with AFAN’s partners:  

  • Identification of existing fire management structures (e.g. organisations, networks, SMEs) in Atlantic and Northern European countries.
  • Identification of existing fire analysis capacities in those countries.
  • Identification of tools, technologies and research relevant in the topic.
  • Engage relevant stakeholders with the AFAN network.
  • Deliver a report on the state-of-the art of Atlantic and Northern European countries on fire assessment capacities.
  • Participate in periodic AFAN project meetings.
 Duration of the contract 

The technical assistance will start as soon as the candidate is selected, and all tasks must be completed before end of December 2021.  

 Requirements of the candidates 
  • Understanding of fire analysis and assessment capacities in line with the AFAN project. 
  • Good English communication and writing skills.  
 Other eligibility criteria (not mandatory) 
  • Experience in wildfire research. 
  • Fire management experience in Atlantic and Northern European countries. 
 Price 

The budget of the contract is the one established in Annex 2 of the Grant Agreement of the project: 3,000 euros (VAT excluded). 

 Evaluation criteria 

Demonstrated experience in fire management 

  • 1 to 5 years of experience: 15 points 
  • 5 to 10 years of experience: 30 points 
  • More than 10 years of experience: 50 points 

Demonstrated experience in fire analysis and assessment teams at a regional or national level:  

  • 1 to 5 years of experience: 15 points
  • 5 to 10 years of experience: 30 points
  • More than 10 years of experience: 50 points 

 In the event that two or more candidates attain the same highest score, a committee comprised of the leader of Project Task 2.1 and of 2 representatives of the Pau Costa Foundation (Coordinator partner) will select a candidate based on the merits expressed in the CVs.
